This error is (most likely) occurring due to a DataReader with no data being returned from the data provider in PortalController.vb on or about line 1235.

For some reason, given the portalId in question, an empty DataReader is being returned.  This could be due to a misconfigured database, an incorrect portalId, or perhaps a deleted/corrupted portal row.  Since the context would suggest that this is on install, there might be a write permission or similar database issue going on.  It could also be caused by a database that was only partially constructed (perhaps failing at some intermediate point due to an error).  It almost certainly relates to retrieving the host PortalInfo object. 

I have limited experience in debugging install issues (I just don't install very often), so that's probably the limit of the guidance I can give on this topic.  But I thought I'd throw it out in case it helps you move forward.

I had the same problem which happened during the installwizard of DNN 4.9.

The problem is that the wizard looks for the host Portal which apparantly failed to be created in a previous step of the installation.

After lots of searching I managed to solve the problem by creating a new Portal object using the AddPortalInfo stored procedure in the DotNetNuke database.
Just run this stored procedure with some values to create one instance and you can continue with the installation!
