I have the exact same error after doing exactly the same thing. Uploaded the upgrade, browsed to my site and got the error.

Exact same error. Backed up my 4.5.5 install directory. Unzipped 4.8.2 upgrade.zip file into the directory. Browse and get the error that C:/dotnetnuke.config can't be found. My installation directory is on the D drive.

Copying my web.config and dotnetnuke.config files from my backup didn't help.

There's gotta be a configuration setting somewhere that got left blank or left out completely causing this thing to default to the root of c:\

Has anybody found a solution for this?

I was able to upgrade from 4.5.5 to 4.6.2 successfully. Then I was able to upgrade from 4.6.2 to 4.8.2 successfully.

On Release.config from 4.8, change the <connectionStrings> section and <appconfig> section from web.config (previous version)
Then, Rename the Release.config at DNN 4.8 to "web.config"

it's work for me.

And don't forget to change on<machineKey> with previous version, cause you will not able to login if using the upgrade version :

<machineKey validationKey="[in here]" decryptionKey="[in here]" decryption="3DES" validation="SHA1"/>
