You can get this error if, during the upgrade, you copy over all of the files *except* the new and updates web.config.  I know as I just made the mistake; I do these ugprades routinely but this time, I forgot to rename the edited release.config as web.config.  It resulted in the error described in this thread.  Merely renaming the edited, new web.config and copying it over solved the problem.

This Problem Tends to Stem from any upgrade from before 4.6.2 to 4.8 or above. While we do not know the exact cause of the error, we have found a simple fix.

The solution is to take the web.config from the install package, and just reinsert all of your customizations, and just rebuild it. We At Powednn saw this error often, and have fixed it many times, and this always works for us.

There seems to be a few ways to prevent this, however. The simplest one to do is to just do a sequential 4.5.5-->4.6.2-->4.8.X upgrade, as this will make the necessary changes to the web.config for you, and stop this error from happening in the first place.

Do a sequential upgrade from 4.5.x ---> 4.6.2 ---> Latest Version.
Means if you have 4.5.x Version install .. and you want to updrade to 4.8.x. First update 4.5.x to 4.6.x and run the portal it will automatically upgrate 4.5.x to the 4.6.x. Then again upgrade 4.6.x to 4.7.x and refresh  the portalsame thing will be done to the 4.7.x to 4.8.x ...
 
It is quite irritating tough you cant just jump to the latest version instead you have to gothough sequential upgrade
