Can users please verify if this is a bug or by design

In DNN 4.8.2 if you assign the view permissions for a page to a number of groups but then set the start date (advanced settings section) to some date in the future the admin user is also denied permission to view the tab  "You do not have permission to view this tab". The admininstrator account was used to create the page and has view and edit permissions to the page.

My understanding of the start date is that its "published" to users with view permissions on that date but that editors would be able to modify its contents before that time, otherwise the administrator would have to view the page twice to set edit permissions and again when the page editor is finished to set the start date
