After upgrading to version 4.8 I am getting Error creating Profile Definitions when creating a new portal. Is there a fix for this?

What's the error message that you're seeing (you may find a more detailed message in the Event Viewer)?

Create new portals while viewing the portal0 website (the master). The portal0 website should be set to "dotnetnuke" theme. From the Host Menu, choose to create the new website. Assign the new website the "dotnetnuke" theme. You can change the theme/skin later. BarryZ
