I'll second UCanUse.  We used this module a few years back for a similar set of requirements with success.  We may have had to make some customizations, but that was two years ago and I'm sure the product has matured.

I do vaguely recall this issue being addressed couple of years ago somewhere...didn't quite grasp it back then, funny how it's different when it hits home ;-)
