I found the problem!

 

I have a new computer and our IT guys have not given me the correct administrator access to my own hard drive.  Therefore, the directory in which the Starter Kit was installed is protected and Visual Studio simply can't access the template in there.  I just don't understand how the Starter Kit could have the permissions to install it, but I can't access it through Visual Studio.

If using Vista, it is easy to acknowledge the UAC during installation, giving setup elevated permissions during installation. With WS2003, you may have been logged in as a different user or with different permissions.

Just for fun, right click VS2005 and Run As... but uncheck restricted access. Then see if it locks up. Even though Visual Studio runs in the context of the user, it requires elevated privledges for certain files or debugging.

I'm glad you found it. Now we can add that to the list of weird possibilities.
