Of coarse I only assume that the version upgrade is the reason for display container problems...

We upgraded last weekend and I am finding that my web content publishers (people with abilities to only edit specific modules) are no longer able to edit modules that have the 'display container' set to off. In admin mode the container re-appears revealing the edit menu but it does not for non admins with edit privilages. Is there a fix I need to put in place to correct this?

Should I bump this over to a bug report? Is this already a documented problem? I couldn't find anything in the forums on it.
