I am having the same issue.  When I click on the "Host Setting" link, the page times out and say the service is unavailable.  Anyone know anything about this?

Having the same issue -- is there a solution

just installed 4.03 out of the box (old I know but this is what my prod site is using) then upgraded to 4.09 again out of the box ....

now I cannot access HOST settings, this is my iTH attempt to upgrade 4.03 to 4.09 .. going to try 4.03 - 4.08 ...

err with HOST:

I am having the same issue with DNN 5.6.1. Could there be a conflict with the System.Web.Util and DotNetNuke.UI.Utilities.Util. It seems to be looking at System.Web.Util instead of the correct assembly.

This was not a problem till I rebuilt the DNN 5.6.1 project.
