DV,

For an upgrade from 4.8.2 to 4.8.3, you do NOT need to adopt your existing web.config file manually, the error indicates, that there are issues in your new web.config.

What sebastian meant to say is something like the following.

To upgrade from 4.8.2 to 4.8.3 you can simple copy the Upgrade package over your existing install, you do not need to make any web.config changes (the upgrade package won't have one). Since 4.6.2 DNN has a new XML Merge tool that will upgrade web.config files for you during install, so if there were any web.config changes from 4.8.2 to 4.8.3, DNN will handle it for you.

Charles posted about XML merge in a blog a week or two ago.
