Thanks Paul,

That puts a little light on it... Interesting that other mail outbound from the forum is functional - the SMTP test message goes fine.There are some good possibilities from your error list:
Bad from address - perhaps they're not being picked up from the forum user list correctly (all user addresses verified)
Bad to Address - same
line edit errors - very possible but how to prove it??
not too likely here based on log error description- Server dropping or Server overwhelmed - GoDaddy has some pretty reliable mail servers. 

This message in my error log posting may help to point to the real problem:
"The message could not be sent to the SMTP server. The transport error code was 0x800ccc6a."
In other words, it seems that the mail server has a good connection and is ready to accept, but the forum handler is not sending for an internal reason.
If we could define  the error code "0x800ccc6a" somehow, I bet we could solve this...

Ahcrap -  I Googled that error code and here's the [LESS THAN WORTHWHILE] results:
Simple Mail Transport Protocol (SMTP) Errors

DUH!

I am using DNN on GoDaddy. I get a successful smtp sent message and I can send the bulk newsletters, but the notifications in the forum do not work. Do I understand there is currently no resolution or workaround for this problem? - Thanks

Guys, I tested out a server today where the person swore up and down it was not working. I found out that it was working an the problem was the following: (No offense to anyone, I just have not seen an install myself where it just doesn't work)

The person who posts, their email address is set aside. What is then done when the email send to list is built, all occurrances of that email address are removed from the send to list. This means if you are registered as user1 with email user@domain.com and you post, any other user account using user@domain.com as an email address will not receive an email regardless.

As with anything else I will continue to look for a problem but I still have yet to actually see anyone who had the problem that couldn't be fixed and required no recompile.

Crispy, thanks for your work and response. I have an admin account and three separate user accounts I am using to test with and it just doesn't work. I also have the same results on two different web hosting accounts, both of which are on GoDaddy. Is it possible this is related to the fact DNN is not installed in the root? I have seen other posts about problems with GoDaddy hosting in this connection. Incidentally, GoDaddy uses smtpout.secureserver.net for outgoing smtp relay. If you have some time, maybe you would be willing to help me by logging the system to see what you can find. I would appreciate any such intervention and input.

I have worked this problem for days now with no luck. However, it seems like this may be related to the forum notification being sent to a BCC list. The newsletter works when the To: option is selected, but not when the BCC option is selected. The new user notifications also work. I have sent a note to GoDaddy support to see if they have restrictions on smtp relays in which the addressees are in teh BCC field.
