In case this helps anyone out there, here are my findings:

This was failing on my laptop which is attached to a domain (don't know, maybe domain policies?).  After I set the ASPNET account with full permissions to the DNN folder, I browsed down to chech the permissions for the 04.06.00.config file under "[root folder]\Portals\_default\" and the permission were not propagated (i.e. full permissions for the ASPNET account).  No matter what I did to set the permissions (and I tried everything), they did not go down to the file level.

I tried on my desktop workstation at home and lo and behold the permissions for the ASPNET account propagated without a problem and of course DNN installed as expected.

I hope this helps.  If anyone knows why these permissions are not propagating down please share your knowledge.

Jose and all,

I had a similar issue. To correct it do the following:

  1. Right click on your DNN folder and select Sharing and Security
  2. Select the Security tab
  3. Click the Advanced button on the bottom of the Properties Window (right hand, bottom corner)
  4. In the list of users that is displayed, select the ASPNET or Network Service account (whichever applies to you)
  5. Ensure the Replace permission entries on all child objects... is checked
  6. Click Apply.

This worked for me. Also to note, I could not get it to run under inetpub\wwwroot ... had to move it to the regular file system and create the virtual directory in IIS.
