It would be greatly appreciated if someone would help me work through this problem as it doesn't appear to have anything to do with file permissions. To see the problem go here and click on any register/Sign -up link.  To this point everything else works.

To fix this - make sure UsePortNumber property in web.config is set to true prior to installing DNN.  I had to reinstall DNN for the property to take effect.

I verified useport number in my web.config was set to true by default. I changed it to false, checked it, then changed it back to true and it had no effect. I still receive the error. I guess I am going to over write all my install files and start clean with a new web.config file to see if that corrects the issue. Thanks for your input... I was about ready to give up on the forums and go elsewhere.

A new web.config file corrected the issue. I had to reset the connection information along with the Machine and Decryption key. It's still blows my mind how anything within web.config could only effect the user registration page.
