I want to use the DNN-Blue skin in 4.9. I have loaded the containers and skins in the portals folder. I don't want the fixed width or the full width. I would like the width of all pages to be a percentage of the screen. How can and where do the changes need to be made in the css file/files to do this? No amount of searching seems to find this information for me.

skin.css is the place to change this

You can also edit the ascx file and set the main table width. Although doing it by CSS would be the correct way.

Please open Horizontal Menu - Full Width.ascx and find this:

<TABLE class="skinmaster" width="100%" border="0" align="center" cellspacing="0" cellpadding="0">

modify width to percent value you want.
