when I click on the link for the file upload page I get this error:

Error: File Upload is currently unavailable.
DotNetNuke.Services.Exceptions.ModuleLoadException: The file '/DotNetNuke_2/Admin/Files/WebUpload.ascx' does not exist.

This is on a brand new installation of DNN 4.09

This is running on XP and I have set the permission of ASPNET to full on the website folder.

The file is not in folder and I assume I don't have to copy it manually. Since "DotNetNuke_2' is one of my portal I assume that this is a virtual location.

an hour ago I did:

I log in as HOST, hover of the host tag, click on "File Manager", then scrolled all the way to the bottom and clicked on something like "upload new modules', then I got this error.

Now I do the same thing (hover of the host tag, click on "File Manager") and I get the message Error: File Manager is currently unavailable  right away
