This is the same understanding I had...No 'web.config' is included in the upgrade package per se, only a release.config. Copying the upgrade contents into my site folder doesn't touch the web.config file at all.

Unless something has been changed in the upgrade process that causes my website to 404 upon trying to run the upgrade.

manually tweaking of web.config is necessary, if upgrading from a version < 4.6.2, all later versions shall upgrade web.config automatically. The upgrade mechanism knows, which tweaks to perform and will adopt web.config accordingly.

AFAIK there have been no changes in web.config between 4.9.0 and 4.9.1, but you may need to compare web.config files from both install packages to get this for sure.

I compared the 4.9.0 and 4.9.1 release.config files with WinMerge and found no differences, therefore I deduced that I don't need any 'tweaking' etc.
