At least you are lucky enough to get a log entry with an exception message when you attempt to create a child portal!  I don't even get that!

Is there anything at all that can be done about this?  This is a serious issue for us and we need to get it resolved somehow.  Any help would be appreciated!

What happens in Windows if you right click the root folder/properties/security (and check permissions again)/Advanced/Tick "replace permission entries on all child objects"/OK/OK?

I've tried that and I'm still unable to create child portals since the upgrade to 4.9.1.
