I Followed these steps:

1.    Downloaded the 4.09.02 upgrade zip and unzipped it locally.  

2.    FTP all files (And folders) to the root directy of the site.  

3.    Upgraded the Config.sys file using the release.config as a pattern.

When I go to the site, it comes up as normal.  In fact, I am still logged in as host.  Host settings say that it is still version 4.09.00.

What did I do wrong, and how do I fix it?

when upgrading from DNN version 4.6.2 or later you do not need to touch web.config any longer (and there is no config.sys in web sites ;)

if you set autoupgrade to false in your web.config, you need to browse to /install/install.aspx?mode=upgrade to start the procedure.
