In how far are DotNetNuke 5 and its core modules 508 compliant? Are there any example government implementations of DotNetNuke? If DNN5 is not compliant, is there a work around to allow us to use it for government?

it mainly depends on the modules, skinobjects and skin you are using, whether the site is 508 compliant, e.g. using a menu, which is rendering as an unlordered list (like Joe Brinkman recently blogged about) is one of the requirements you will have to solve. Another question is, whether 508 is required for visitors (easier) than for page editors (difficult) or even admins (ouch).
