jmorrissette, there are - FCKEditor 2.4 provider by DNN Core Team (Locopon), which has been default provider for DNN until V 5.3 - CKEditor provider by Watcher net (see Codeplex) - Telerik Rad Editor provider by Telerik - Telerik Rad Editor provider by DotNetNuke Corp., default for DN 5.4

A provider is what "connects" the editor to DNN framework.  As Sebastian says above there are providers that connect the FCK editor, CK editor, and RADEditor to DNN.  There are two providers for Telerik's RADEditor - one built by Telerik and one built by DNN.

As far as your br and p problems if I remember right this can be set in the configfile.xml or toolsfile.xml I don't remember which.  At least I know it can be set if you're using the Telerik provider.  This section of Telerik's docs covers your issue exactly.
