I've created a skin for a DNN 4.9 project as I always have. But this time when I load the html files the resulting ascx files do not display the content panes. they are in the source code but do not display as usual in edit mode and no panes are available in the modules drop down list.

Any ideas anyone?

did you use proper capitalization ("ContentPane", "OtherPane")?

If you mean

"<td class="contentpane" id="ContentPane" runat="server" valign="top" align="center">"

then yes.

strange, this looks fine for me. did you make sure, ascx file can be created and saved on the server w/o issues? Did you reparse the skin and check the log?

I hope you did not add the outer quotes in the skin, did you?
