Do you have access to your database? If so, connect to it

then do something like

update portalaliases

set portalalias = 'http://localhost/dotnetnuke_2/

where portalalias = 'http://www.productionurl'

Agreed, although what you probably want to do is insert a new portal alias, rather than modifying the old (in case you migrate this back to the live server).  That would be done via an insert command or SQL Server Management Studio (the Express version is free from Microsoft, if you're doing dev work you probably should have it already installed).

Both Chris's and my methods will work just fine, they'll all get you where you need to go.
