Hey thanx for the nice post .. it really helped me to allow access to "users roles" to a non admin users . But i want to allow non admin user to manage  other users paswords as well (change or reset ).

DNN 5.1 does this out of the box.  Just add the module to a page and then set the permissions on it.

Yep.  Add the Users and Roles module to the page, delete the bits you dont wnat such as the Roles management module and set the perms.  This was one of the major pieces of work done for DNN 5.
