There is merit in what you are saying. And I'm still saying - I do not know all the reasons why things haven't been done as I have no say in the direction of DotNetNuke, it's done by the board of directors, who at this time have felt that other issues require their focus.

But it has been raised in the core team and there is discussion and it's the best we can do based on this being an open source environment, where time does not stand still and we have only X amount of hours in the day.

I only offered a suggestion based on a problem you had here and responded to your reply which I felt was somewhat unhappy.

We are aware of the many things that could be enhanced though, so I can assure you that this has been raised before.

OK, I know what working on opensource project means.. I wish I had at least 5 hours more per day to work on my opensource projects

I didn't know that that problem has already been raised, and that it's being under discussion by the core team (which you are part of if I'm not wrong )

So.. thank you by now

Base on the above discussion Its looks like you have solve the positioning problem of solpartmenu already when you change the doctype to

< ! DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3c.org/TR/1999/REC-html401-19991224/loose.dtd" >
