I need to upload file types that are currently not allowed.  I can't find any documentation on how to change these options.  Help please?

Also, is there a way to configure it so users can upload files without someone having to approve (moderate) it first?

The allowed file extensions use the same settings that are set under Host->Host Settings->Advanced Settings->Other Settings->File Upload Extensions.

To set it up so that users can upload files with moderation go into the settings and set that group up as moderators. A side effect of this is that they will see the moderate button. If it's only a select group of users then I'd create a new security group for those users and give that group moderate status.
