Or, the easier version is to change "Administrators" to "StoreManager' on line 882 of this file, recompile, add the group and members, and presto!  As an added bonus, administrator users have order edit access too!

Only thing I can't figure out is why the "cancel" link isn't displayed, but i can work around that via a status change by a StoreManager.

You may sometimes need non-administrator user which can manage orders only.

That is EXACTLY what the above mod allows, as the default build only allows administrator order status changes...
