[Created by_UDT_Original] = '[User:UserName]' works perfectly fine on it's own. User can only see their submitted data.
'[User:UserName]' = 'giffordwatkins' works perfectly fine on it's own too... the admin giffordwatkins can see (edit, delete) ALL submitted data

Combining the two is probably just a matter of syntax...

AH - HAA!! Hey, I switched the order of two filters... THIS DOES WORK!
'[User:UserName]' = 'giffordwatkins' OR [Created by_UDT_Original] = '[User:UserName]'

Once again Sebastian... you are my hero. "Sebastian for MVP, 2015!!" ack!

With Sebastian Leopold's help, we came up with the following filter expressions...

The first three expressions allow 3 registered users to see (and edit/delete) ALL records... while the final expression allows registered users to only see their own submitted data.

(admin1, admin2, admin3 being the username(s) of the registered users to see ALL... the last expression should be entered "as is")

'[User:UserName]' = 'admin1' OR '[User:UserName]' = 'admin2' OR '[User:UserName]' = 'admin3' OR [Created by_UDT_Original] = '[User:UserName]'

I am glad you were able to solve it - order of terms should not have an influence, but anyways, most important it works! :)

Cheers from Germany,
