I wanted to bump this up and see if anyone has any idea why I am now just getting a blank page in the browser when I try to upgrade. No errors, no status, just a blank screen. (see above post)

I too get a very similar error:

I get this on one of my portals only (of 2) when logged in as host.

If I try running the install again - I also get a blank - maybe it's because you can only run it once?

First time I ran the upgrade - i didn't have Network Service or ASP NET selected to have full permsion  - but rectified this after getting the error below:

Another thing i noticed was that all the icons which should appear when rolling over admin and host (e.g. host settings, portal, site settings, pages etc..) do not appear.

My Host settings in the faulty portal also says "Error: Host Settings is currently unavailable."

I've upgraded from 4.9 to 5.1
SQL 2000
ASP NET Framework 2.0

Anybody using third party modules - a URL provider perhaps?

I am getting similar errors and no 3rd party modules. Had to revert back to 4.9.4. That was the last version that successfully updated.

We have figured out that the cause of the CorePermissionProvider installation error is that web.config changes that were supposed to happen in the 5.1.0 upgrade are not happening for some reason in a few cases (1 or 2 reported so far).

We have added some extra logic to the core permission provider to handle that scenario so the provider will install properly, even if the web.config changes don;t happen properly.

However we haven't yet determined why the web.config changes don't happen in a few cases.  The only thing we can think of at the moment is that the NETWORK SERVICE account does not have access to the Install/Config folder where the "merge" files are stored. 

Can you check the permissions on that folder - this is a new folder in 5.1.0.
