To circumvent potential security issues, only hosts are allowed to upload skins (and I agree that this makes it a bit confusing when instructed to navigate to Admin->Skins in order to perform a task).  To clarify:

To upload a skin that is available across the entire installation:

  1. Sign in as host
  2. Navigate to Host->Skins
  3. Upload the skin

To upload a skin that is available only to a specific site:

  1. Sign in as host (not as an admin!)
  2. Navigate to Admin->Skins
  3. Upload the Skin

In DNN 5 you have to go to Admin > Extensions (logged in as Host) and click the "Install Extension Wizard" link

BTW, it would be nice if we could assign Host skins to certain portals, just like modules.

 I support this as one way of achieving skin/container access but another way that would be easy to impliment (not as flexible though) is to not allow admin to access host skins or containers by simply "turning off" the radio but in the settings for both. We have looked at making this change ourselves but do not want to have to re aply each time we upgrade.

I am still puzzled by this.
With DNN6.2, when I add a skin via Admin/Extensions (logged in as host), it is installed in the Portals/_default folder and available to all portals. I read somewhere that placing the skin in a portal's folder (e.g. Portals/my_site) is legacy.

My conclusion is that currently it is not possible to manage skin availability per portal. Or am I missing something?
