Only restore the database is not enough.  Database and the DNN file must be the same, incl. modules.  If it is, make sure the mashine keys are not changed!  If the maschine keys not the same as for the database, they can't communicate! 

Best practice are restore the files and the database from same backup date.

yes I did check all that, and I did make sure that the files and database are the same back up date and time. The strange thing is I restored 3 DNN sites. 2 were fine but the 3rd one just wont play ball.

THere are no informations where I can check out whats happend with.  Scheck the logfiles.  TRy delete temp files and cookies from your browser.  Sorry, without any more detailed error message I can't real help.

sorry for the delay I went away for a couple of weeks,

there is no error message when I try to log onto the site it reverts me to a DNN message this site is currently unavailable. I do have 2 other DNN sites and they restored perfectly.

Restore web.config from working backup and adjust db connection string, I assume the machine key has been regenerated.
