After upgrading from 4.9.5 to 5.0.0 to 5.1.2 I am seeing that the extensions is grayed out in my control panel. If I click on the Host icon nothing shows up. Under the Host menu I can see some of the options including Extensions. But when I click extensions there is not a module on the page. Same thing with Admin > Languages. Lots of other issues. See my image below. Wondering if the grayed out Extensions might be a clue as to what the main issue may be.

Here is a Gemini entry that looks exactly like what I am experiencing. It says it was fixed before 5.1.2 but I still have this after a 5.1.2 upgrade.

I looked at it in Layout, Edit and View and in each case the Extensions is gray in the control panel and no modules are present in the Content Pane.
