I am not sure that will work.  The only way this would have disappeared would be is someone hid it (maybe set it as Premium and has not assigned to this portal), has manually deleted it for the database if not the files system too, or it was never properly installed in the first place.  Since this is core and has been a core part since the very beginning, I can assume the install of the module (database settings entered) is done via the first script in the list of scripts that are run on initial installation, and these scripts will not be run again.  You may be able to look into the install scripts and find the inserts and re-run them.  That would be the first thing I would try.  Be sure to backup the DB before trying this.
