I managed to work around it by using an interior skin on the home page and just creating a few class elements in the skin CSS to approximate the look of the orignal home page skin which contained some CSS elements (and some hard code) that were causing the problem. But, since I'm only going to use this single skin for the whole site, it will be a simple matter to create terms and privacy pages and replace the skin tokens with hard links.

Thanks for the tip, and I don't mind doing that, but wouldn't that involve modifying all of the skin templates on the site to change the links to the  terms and privacy pages to hard page links? And by the way, I did try creating my own homepage and using a less highly formatted skin for the DNN "home" page -- it didn't work. DNN will still use whatever page/tab is assigned to "home page" for terms and privacy.

You are right Jim, the links must be hardcode, what I did for my skins, I include a footer file (.ascx), this will make my life easier, it means if I edit the footer file, it will effect all skins. So easy is it ;-)
