Thanks guys.  I'll try this.  Really appreciate the help.  Chris, I just realized you're the author of the DNN5 Users Guide book I have.  Very cool.  Thanks again!

I did what you said. Didn't find anything that looked promising. Also dug through database tables and stored procs and several codefiles looking for a culprit. Just can't find either a) the ForceDropLevel attribute -or- b) anything that looks to update/get this value... I'll keep digging, but any help is greatly appreciated! Thank You!

Sorry that didn't help, I am doing a little more digging but not finding anything yet either in those files :(

I was able to recreate your problem.
When you update the skinobjects like you were they update the SKIN you had selected directly. In my case I edited the MinimalExtropy Index skin, so I locate that in /portals/_default/minimalextropy/index.ascx
 
Whatever skin you were editing, you need to find that skin package. Likely in /portals/_default/skins/SKINPACKAGE/skinname.ascx 
 
In that file you will find
 
 ForceDownLevel="<Not Specified>"

Hey Chris,

I got your reply post via email and your solution worked.  Thank You again for your help.  Checking the actual .ascx tag attributes skipped my mind... I figured it had to be an attribute somewhere, but was guessing an xml file or pulled from the database.  My site is back up and running and development can now continue.
