    Are these set individually?  Is there a way to set them by role?  If not can that be a request for future features?

The entire avatar, attachment, smiley, images mechanisms all need to change to not be so dependant on gallery. In addition to this a permissions grid needs to be implemented across the entire module (like how module permissions work). All that said, it takes time to do this and it is not available at this time.

How time this update must be taking?

I’m mean, I’m wait this update 6 months and don’t know how long time I’m must wait. :(
