Yes, it is for NEW installations. Your default provider will not be touched on update.

Thanks Guys,
That clears up  a lot! So if I'm just upgrading to 5.4.2, I'll need to make sure that the Telerik module has gotten installed (it appears that some of the upgrade versions didn't ship with the it), and then change my web config file html editor settings?

The Telerik editor provider was included at least in my upgrade package and it was installed (but not enabled) during update. Only the change in web.config was required.
