Thanks for the reply.  All of the permissions look good, and the NETWORK SERVICE acocunt has been verified as the .net identity.  Web.config is not read-only.

I did find this in the event log:

So your thoughts on XMLMerge being the issue appear to be correct, however i am unsure where to go from here.  Should I try doing a full install with a manual web.config change rather than an upgrade?

Looking at the Config files that failed, it looks like some of the entries weren't merged with web.config that were needed later on.  I'm not sure why some failed and some did not.

i did a restore and tried to do a 5.2.3 upgrade and the same files failed - Config 5.2.0 and 5.2.1.  Also the FileModuleCaching Provider and the Memory ModuleCaching Provider failed.  I'm going to try and hand merge the config files with web.config and see if I can get it installed.

This seems to have worked OK.

I will try the 5.4.4 upgrade...

I just hads the same error on a brand new install of 5.6.0.

The first time I copied development.config to web.config, changed the connection strings(2).
The second time I copied release.config to web.config, changed the conneciton strings(2) and did not get the error.

The only thing I noticed between the two is

<!-- set code access security trust level - this is generally set in the machine.config -->

<trust level="Medium" originUrl=".*" />

<!-- set debugmode to false for running application -->

<compilation debug="true" strict="false">

Something is different.
