Still the localization not work property if you set the default language to a other language as en-US.  Resource files not used on de-de languages on the "Home" page if you enabled Content localization.

To reproduce:
  1. Install new instance of DNN 5.5.0
  2. Install 2nd Language i.e German
  3. Make 2nd language to default Laguage
  4. Add a localized Module with the 2nd language pack
  5. Add the new instelled module to the "Home" page

The module will still used the en-US language and not the 2nd ( on my test I used German),

Matthias, this is by intention, UI language for page editors will remain the language from your user profile. Content may however be provided in multiple languages.
