yep, that's is. Another idea for the issues with the language editor is an old version of telerik installed (check version of telerik.dll in bin folder). Or language editor is not properly registered, please compare all registration details of Extensions Module definition in Host :: Module Definitions.

I compared version of Telerik.Web.UI.dll to a working installation. Both are File Version: 2010.2.713.35.

Under Extensions | Modules | Languages, there are 9 controls registered in both the working and non-working sites.

Is this the level of detail you meant, or do I need to dig deeper?

Rob, yes, dig into control settings of the language editor control inside the Extensions > Modules > Extensions module.

I think I am not understanding.

When I look at Extensions > Modules > Extensions,  I get to a screen which says "Edit Extension, Configure Extensions Extension Settings".

In here I see eight Module Contros, none of which say "language editor" . Same on working/not working sites.

If I go to Extensions > Modules > Language, I see this on both systems:
