caching has not much effect for logged in users. you should use memory caching, but 90 seconds sounds more like a timeout being waited for. there might be a problem in IIS configuration, besides I have no idea atm. How many RAM has your server? Are there issues in the event log?

Have you changes the Cache from Moderate to Heavy ? Also from cache from Disk to Memory, as a test. Maybe your hoster is slow or the memory is not enough, so TEST. Finally is your site ALWAYS slow ? Even after passing from all modules and functions ?

Yes to all those things (cache heavy and set to memory). site is always slow when logged in as admin and making changes. site may be faster for a regular user. and all pages are slow, not just logins. Host is NetworkSolutions, kind of a big name to be skimpy on resources, but I have no way of checking memory or other IIS settings which is why I duplicated the setup locally.

And yes the site can be made locally more or less and moved. Just add the MAIN site (http://www.fortefamily.org/ i guess) also at portal aliases before moving.

And do I move everything? Database and all? Do I need to make any web.config changes before moving? Remember - newbie here - he actual steps to perform would be very helpful (but only if you have actually tried it before, I don't want to create a disaster).
Thanks

Sebastian. The cache setting has been set to 'Public' to cache all users. The memory available is unknown, as is the timeout period, since I am using a shared hosting site at NetworkSolutions.com
As to the logs, I will check them. Anything I should look for specifically?

PS. Some of the log functions were turned off as instructed in some of the previous performance artcles I mentioned.)

you need to ask your Hosting provider whether they registered some weird behaviour in the server logs. DNN Eventlog might provide some additional hints.
