When I try to upgrade to the latest version of dotnetnuke I get a permission errors.. on the screen a lot of things come up as failing and the error message below displays at the bottom of the page.  From what I can see All Users have full control of the web.config file

Any ideas?

To grant ASP.NET access to a file, right-click the file in Explorer, choose "Properties" and select the Security tab. Click "Add" to add the appropriate user or group. Highlight the ASP.NET account, and check the boxes for the desired access.
