here is the resource file, you can see how the Public Registration email is formatted look for yellow. If you look at the new portal email (look for purple), it does not have any formatting in it -- It is a original version that I have not edited using the Language editor. But all of the text that I changed using the Language Editor has the formatting in it.

Carl,

I was talking of the language editor for admin mail templates, that are by default sent as plain text. In the language editor you can enter text directly and you can call the HTML editor by using the upright arrow button in the upper right corner of the text box. I advise you, not to use this, as it creates HTML formatted text. Please enter your template text directly into the text box of the language editor text list.

You can use the HTML editor for all resource entries, that display HTML, besides the terms of use and privacy statement, these are all module help texts (NOT label help!), but you should be carefull during formatting, to avoind conflicts with any skin applied.
