We want to avoid users hit DNN database for security reason.  After the pages is generated, we want to save or cache them in IIS, so database hitting will be spared.  Is there a configuration or option in DNN which can do this?

There isn't anything built into DotNetNuke to do this. There is module level caching that can minimize the hits to the database in the CE version, and Page level caching in the Professional edition.
