How does one get or set the locale used for static localization in case of an unrigstered user programatically?

Also, Is there an html request parameter that would change that?

from memory: system.threading.currentthread.currentUICulture= "en-US". ACP uses "Culture" qs request param for UI language AFAIR.

Cheers from Germany,

Thanks. My big lesson for this weekend was that you have to unmark "enable browser detection" om the Admin->Languages tab for DSL to function properly. DSL allows the portal admin to configure language detection settings. However, when DNN adds it own language detection routines on top of this, the portal starts behaving badly.

It makes sense, but I think this one of the issues I will have to mention in the DSL documentation.
