In a module, I have two view ascx. I set one ascx without container and hope the other one too. But only first one is without container and the second one still gets container. How could I set the second one?

If you are using ctl= type syntax to redirect your second view.ascx file then you will be finding that the second view is displayed as a Admin/Edit skin based view - such views work differently to a normal view in that they are displayed on a separate page - with all other modules hidden and always show within a container.

If you want to have multiple views displaying inside your main view - you will need to look at either dynamically loading the views yourself or revert to placing the views in a since ascx file and controlling their display by switching  <panels on and off.
