 This error is directly related to your IIS User's Permissions (IWPD), to better understand the issue have a look at http://bit.ly/jZJ3at , if you are on Shared Hosting, only your hosting provider can fix this issue.

You can also try to edit the file permission in hosting control panel if it's hosting environment.
