Recently I noticed that when you enable the new dotnetnuke content localization feature the TEXT SkinObject is not working anymore.
Apparently it cannot find the resources files anymore.

Is this reported as a bug already? Or does someone have a solution?

I have the same issue as well. Language skin object is not loading resource file with language code as well. There are few other skin objects having the same problem as well.

The skin app_localresources files is not being loaded as well if it has language code with it as well.   example:    index.ms-MY.ascx.resx

I have the same problem with the skin object Text and the resources files, it appears that these files are not recognized. Is there a solution?
