portalroles contains a temporary cache of the users roles (for 1 minute) to save having to hit the database each time - it also contains a value for portalid to ensure that the roles are valid for the current portal. Portalid stores the portalid of the currently executing portal - when a new request occurs if it is for a different portal (e.g. portal 2 rather than portal 1) it expires the portalroles cookie and repopulates it with the users roles for that portal.
