Found the file causing the admin menu's and pages (in admin or host mode) to get corrupted:
      /admin/ControlPanel/App_LocalResources/RibbonBar.ascx.nl-NL.resx

After deleting this file the formatting is ok in DNN6. Still a lot of text is in English, but not too bad to start with.

you may use Language Editor in Admin Languages (Pencil in System Column) to complete dutch translation. Resource Verifier will help you to find out missing translation files and keys.

Hi guys,

I had the same issues with the Dutch languagepack 5.4. It broke the Module Action menu.  I found the Dutch 6.1.1 pack from Marc, but that broke down the Admin/host ribbonbar. 
Last night I could narrow it down to a particular field in the Ribbonbar.asx.nl-NL.resx:

The field: Tool.CopyDesignToChildren.Confirm can't handle a single quote in the text.

While several fields have the word "pagina's" in it, (translation for "Pages") this field breaks down the ribbonbar as soon as you place a single quote in that field.

I guess this is a bug.
