Ah your question was all about the standard containers?...Why you don't say that? If it is the .Head style like Hooligannes says (I've not checked this) then you can make a new container... like I mentioned in my answer. But of course you can use the standard containers and upload a new .Head style by changing the style sheet in the portal. There you've al the styles that dnn uses by default. The portal styles overrides the default styles but also the uploaded skin styles. Look at the styles of the .Head and change them.  Look also at all the styles which are used in the header of the container.
You must also now that this has a impact on the whole portal. That means everywere where the .Head style (or other styles that you've changed) is used in your skins and in your containers.

Thanks to all for your help.  Sorry I needed to have been more specific and said containers not skins.  My frustration was that I could find no padding in the .Head style nor the aspx or html.  Then I worked it out.
